On March 13, 2025, CAT filed a 53-page Complaint, with exhibits, in the Federal Court for the Eastern District of Missouri against the following Defendants: Donald Trump, Elon Musk, the Department of Government Efficiency (DOGE), Russell Vought, in his official capacity as the Director of the Office of Management and Budget, Doug Collins, in his official capacity as the Acting Director of the United States Office of Government Ethics and the United States Office of Government Ethics. The Case has been assigned number 4:25-CV-311 SRC and Chief Judge Stephen R. Clark was random assigned to hear the case.
CAT is a non-partisan, nonprofit corporation made up of Constitutional law professors, Constitutional attorneys and non-attorneys who believe in “We the people…” and our great United States Constitution. CAT has been formed by President James W. Schottel, Jr., a St. Louis attorney who is a long-standing lawyer in Constitutional law with his own practice Schottel & Associates, P.C., formed on May 23, 2000.
The Complaint raises a number of claims, specifically claiming that:
(1) The Department of Government Efficiency (DOGE) violates the Administrative Procedure Act, 5 U.S.C. § 706 in several ways; and
(2) Conspiracy to Violate 18 U.S.C. § 202 by Defendant Trump, Defendant Musk, Defendant Vought (Director of the Office of Management and Budget) and Defendant Collins (Acting Director of the United States Office of Government Ethics) by Falsely Claiming Defendant Musk is a Special Government Employee (SGE).
